The Core of Lockout/Tagout
Lockout/Tagout (LOTO) is more than a regulation — it’s a system of control, discipline, and respect for human life.
Under OSHA’s Control of Hazardous Energy Standard (29 CFR 1910.147), employers must establish procedures that prevent the unexpected startup or release of hazardous energy during servicing or maintenance. But compliance alone isn’t enough — clarity and consistency are what keep people safe.
A LOTO program provides standard work — a defined, repeatable sequence that eliminates guesswork and ensures everyone performs each step the same safe way, every time.
The sequence that protects lives and defines standard work:
- Identify all energy sources
- Isolate and de-energize
- Apply locks and tags
- Verify zero energy
- Perform maintenance or repair
- Re-energize safely and communicate clearance
When these steps are clearly documented, visually reinforced, and consistently followed, safety becomes part of the process — not an interruption to it.
Case Spotlight: Building a Culture of Clarity
A large Midwestern automotive manufacturer approached ECPL after several near misses tied to inconsistent lockout procedures. Each department had its own “safe to start” method — and none matched.
Our team partnered with their safety and engineering leaders to design a comprehensive Lockout/Tagout program that included:
- Standardized full-color aluminum placards for 500+ machines
- Machine-specific energy source mapping and labeling
- Clear visual standards for de-energization and re-energization
Within months, audit compliance reached 100%, and incidents related to maintenance dropped to zero. More importantly, employees began to take ownership of the process — following the standard work, reporting inconsistencies, and speaking the same safety language.

Quick Tip: How to Evaluate if Your LOTO Program Is Compliant
A compliant Lockout/Tagout program is clear, current, and connected — functioning as a complete system that integrates people, process, and visuals.
Ask yourself these three questions to see where your program stands:
- Documentation: Do you have written, machine-specific procedures for every piece of equipment that could release hazardous energy — and are they visually displayed on durable materials that can withstand the demands of an industrial environment?
- Identification: Are all energy sources — electrical, mechanical, pneumatic, hydraulic, chemical, and thermal — visibly labeled and traceable so that every point of isolation is clear?
- Standardization: Do your placards, tags, and devices follow a uniform format so every worker knows exactly what “safe” looks like, no matter where they are on the floor?
If you can’t confidently answer “yes” to all three, it’s time to strengthen your Lockout/Tagout system — not just your paperwork. When documentation, identification, and standardization work together, safety becomes systematic, sustainable, and visible in every part of the operation.
